2023年3月底,我来到四川省绵阳市平武县境内的老河沟自然保护中心,拍摄这里的人和动物。
老河沟公益型保护地是中国第一个社会公益型自然保护地。2013年,四川西部自然保护基金会(后更名为桃花源生态保护基金会)与平武县人民政府签署合作协议,在老河沟国有林场的基础上加上周边的国有林共110平方公里建立自然保护地,并委托桃花源生态保护基金会开展为期50年的保护管理。由此建立了中国第一个由政府授权及监管,民间机构负责管理的公益保护地模式。
2017年,国家开展大熊猫国家公园体制试点,老河沟进入试点范围,2020年,大熊猫国家公园将平武县柏林村和山河村共计43平方公里的国有林委托给桃花源基金会进行管理,目前老河沟公益保护地的管护面积为153平方公里。大熊猫是中国特有物种,建立大熊猫国家公园,有利于增强大熊猫栖息地的协调性和完整性,实现大熊猫种群稳定繁衍。
在四天的时间内,我与保护中心的巡护员和附近的村民相处,并融入大家的工作,观察保护中心的工作如何与当地居民居住环境彼此促进,互相影响。同时,我也听到了许多围绕人、原始森林、野生动物展开的精彩故事。
At the end of March 2023, I came to the Laohegou Nature Conservation Center in Pingwu County, Mianyang City, Sichuan Province, to photograph the people and animals here.
Laohegou public welfare protected area is the first social public welfare protected area in China. In 2013, the Western Sichuan Nature Conservation Foundation (later renamed Taohuayuan Ecological Protection Foundation) signed a cooperation agreement with the Pingwu County People’s Government to establish a nature protection area covering 110 square kilometers on the basis of the Lao Hegou state-owned forest farm and the surrounding state-owned forest, and entrusted the Taohuayuan Ecological Protection Foundation to carry out protection and management for 50 years. This established China’s first public welfare protected area model, which is authorized and supervised by the government and managed by non-governmental organizations.
In 2017, the state carried out the pilot of the Giant panda National park system, and the Old River Valley entered the pilot scope. In 2020, the Giant Panda National Park entrusted a total of 43 square kilometers of state-owned forests in Pingwu Village and Shanhe Village to the Taohuayuan Foundation for management. The current management area of the Old River Valley public protection area is 153 square kilometers. The giant panda is a unique species in China, and the establishment of a giant panda national park is conducive to enhancing the coordination and integrity of the giant panda habitat and realizing the stable reproduction of the giant panda population.
During the four days, I spent time with the rangers of the conservation center and the nearby villagers, and integrated into their work, observing how the work of the conservation center and the living environment of the local residents promoted and influenced each other. At the same time, I also heard many wonderful stories about people, virgin forests and wild animals.
